1. Invent a problem that doesn't need fixing
2. Claim only you know how to fix it
3. Put the most incompetent dipshits imaginable in charge of the "fix"
4. Break a bunch of important, load-bearing systems
5. Use the chaos to steal a bunch of money
6. Dissolve the program and blame liberals for the chaos you caused trying to fix a problem that never existed in the first place
