Kim Phuong Taylor, 49, of Sioux City, made her initial court appearance today. According to court documents, Taylor allegedly perpetrated a scheme to generate votes in the primary election in June 2020, when her husband was an unsuccessful (GOP) candidate for Iowa’s 4th U.S. Congressional District
