I say 2026.

I think that federation offers an opportunity for Chinese networks to engage with the outside world without tearing down the Great Firewall.

And it maintains the locus of control domestically. Data, user accounts, etc. all stay on servers inside China.

For censorship, there's a natural chokepoint with ActivityPub at the inbox. Everything comes through there; an opportunity for filtering.

It seems really advantageous to Chinese networks.
