Defense secretary Pete Hegseth suggests that disgruntled former employees who were recently fired were responsible for leaking the information about his use of Signal group chats.
But he doesn't deny his accused misbehavior.

He is claiming they leaked classified information, but in reality, they leaked that HE was leaking classified information.

There may be appropriate legal penalties for the leakers, although "he used a Signal chat" does not appear to be legitimate classified information.
But as you say, he did it and has not actually denied it.
