The ICJ judges stressed that they had not found Israel guilty of genocide. But that’s not necessary for provisional measures to be granted. All that’s needed is for allegations to be plausible. Hamas can surrender and return the hostages at any time. Given that it hasn't done that, I don't know what you expect to happen. The presence of civilians is not a get out of jail free card for terrorists. It's important to understand the concept of cause and effect.
