(no mention of the fact that this is happening more frequently is related to climate change; because there's more CO2 in the atmosphere, there's more heat, and the more heat, the more moisture in the air, which means when it rains, you get extreme rainfall events).

The Utah State legislature is busy overriding the vote of the people AND the Utah State Supreme Court to prevent the non-partisan voting districts from going into effect. They don't have time for addressing purely local issues like the need for a couple of culverts to address a little bit of extra water.
